Dear Laurel and Magnolia Residents,

 

We begin this week’s update with an important announcement regarding a transition on our HOA Board. Our Vice President, Greg Giddings, has stepped down from his position effective immediately due to health reasons. We extend our deepest gratitude to Greg for his dedication and service, particularly his instrumental role in developing and implementing our parking program and enforcement policies. Greg has been a valued leader in our community—our very own “mayor”—and we sincerely appreciate his contributions to fostering a safer and more connected neighborhood. We wish him all the best. Please join us in expressing our gratitude to Greg for his service and in welcoming Lisa Quade to the Board.

 

Lisa and her husband have been proud residents of Laurel for the past eight years. Having lived in the Carlsbad and San Marcos area for over 30 years, they have developed a strong connection to the community. Their children were raised in the area, attending La Costa Meadows Elementary before graduating from San Marcos High School, further deepening their ties to the region. Now, as empty nesters, Lisa and her husband cherish visits from their two daughters—one living out of state and the other residing abroad—while caring for their new puppy, Poppy.  Lisa brings a wealth of leadership experience, having previously served as HOA president in a neighboring community. Professionally, she plays a critical role at Rady Children’s Hospital in San Diego, managing over 300 physicians across multiple departments, including the Emergency Department, NICU, Child Abuse, Hematology/Oncology, and various pediatric specialties. She is also responsible for overseeing budgets exceeding $500 million annually.

Her extensive expertise in operations, maintenance and financial oversight will be an invaluable asset to our community.

 

Parking Program & Enforcement

Our parking program is in full effect, and we would like to remind residents of key policies and enforcement details:

Enforcement Hours: Midnight – 6:00AM

Violation Policy (Effective February 1st):

  • First Offense: Warning

  • Second Offense: $120 fine (charged to the homeowner)

  • Third Offense: Vehicle towing at the owner’s expense

Insurance Update

 

The Special Assessment ballots were counted by The Inspectors of Election last week during a live Zoom meeting. Thank you to those who attended. The results are as follows:


Measure A ($1775 assessment) - 125 yes, 51 no, 16 abstain
Measure B ($3975 assessment) - 18 yes, 125 no, 49 abstain
Measure C ($4870 assessment) - 38 yes, 110 no, 44 abstain
* Measure D (update CC&Rs) - 133 yes, 40 no, 19 abstain

 

* Measure D (update the CC&Rs to modify the requirement of the association to provide full value property damage insurance) did not achieve quorum for the votes to be valid. We received 192 ballots and needed 197. Additionally, 197 affirmative (YES) votes are needed to make any changes to our CC&Rs. Had we achieved quorum, this measure still would not have passed.

 

The special assessment is due March 1. Payment information will be sent out shortly. The previous board borrowed from reserves in April 2024 to pay for the insurance premiums and alerted everyone at that time that an assessment would be forthcoming. While there is no perfect timing for this additional expense, the current board avoided issuing the assessment during the holidays. We inherited this task following prolonged delays and are obligated to return the money to the reserves within a year's time of the initial withdrawal. It is imperative we receive payments from all owners by April to meet this deadline.

 

At this time Laurel and Magnolia will continue with the current insurance coverage levels. The board is actively seeking solutions for this very complicated and nuanced situation, speaking regularly with our insurance broker and our legal counsel. We will update the membership with new developments as they emerge. 

 

Construction Update

PacWest continues progress on the painting project, with work currently focused on wrapping Building 62, beginning building 63 and final details on the pool house.

 

Pool Closure Notice

Weather delays have extended the pool closure to allow for the completion of painting and finishing touches. We anticipate the pool reopening no later than February 7th. We appreciate your patience as we finalize this work.

 

Maintenance Update

We are in the final stages of tree trimming. Please be sure to follow all posted signage throughout the community for your safety and the efficiency of the work.
