12/30/2024 Board Brief
Dear Laurel and Magnolia Residents,
We hope this message finds you well and that you’re enjoying the last few days of 2024! As we prepare to welcome the new year, we’d like to share some important updates and reminders to keep you informed about our community.
Parking Updates
We’re working to address ongoing parking challenges in the community by introducing Parking Boss and Secur It Guard for better regulation and enforcement.
Here’s what you need to know:
Homeowners: Check your mail! You have received a parking mailer with a personalized PIN number. Please take a moment to register your garage-parked vehicles.
Renters: Please reach out to your homeowners or landlords for registration assistance.
We also invite you to join us for a Parking Presentation to learn more about the process.

Parking Policy
We’ve made minor updates to the parking policy to ensure fairness and improve the resident / guest parking system. Here are a few key points:
As a reminder, parking two vehicles in your garage has always been a community rule.
The enforcement aims to make parking more equitable for residents and functional for guests.
The city requires one guest parking space for every three homes, and we’re working to maintain compliance.
Please also note that the 30-day comment period is mandated by state law whenever rules are updated. This requirement is not a decision made by the Board, and it does not guarantee further revisions to the policy.
During the comment period, no towing will occur, except for vehicles blocking fire lanes or emergency access.
Need to apply for oversized vehicle or third driver authorization? After registering your other vehicles please email: LaurelMa@ciramail.com. The deadline to apply is January 10th. Garage inspections for applicants will take place on January 25th–26th (times TBD).
Maintenance Updates
Lighting Improvements: In December, all community lighting—including mushroom pathway lights, ground lights, and landscape lights, had their timers adjusted and bulbs replaced as needed. These updates ensure our shared spaces remain well-lit and secure.
Sidewalk Repairs: To address uneven surfaces and reduce tripping hazards, several sidewalks underwent grinding as part of a leveling project. This is an ongoing effort, as some areas will require concrete replacement due to damage from deferred maintenance and tree roots. Thank you for your patience and cooperation as we continue to enhance the safety and appearance of our community.
Insurance Update
To help ensure quorum for Measure D at the live ballot count on January 28th, the Inspectors of Election will issue an additional mailing of ballots, only to homeowners who have not yet submitted theirs.
We strongly encourage all homeowners to vote, with attention to Measure D. Thank you for your prompt attention and support.
HOA Dues Reminder
As a friendly reminder, January HOA dues will soon be due.

Pool and Jacuzzi Closure
To keep our amenities in great shape, the pool and jacuzzi will be closed for routine maintenance and building painting the last two weeks in January, approximately from January 21–31. We understand this may cause some inconvenience, but scheduling this work during the off-season helps minimize disruption. Please note that these dates are tentative and may change. We will keep you updated with any adjustments and appreciate your understanding and patience.
