Dear Laurel and Magnolia Residents,
We hope this message finds you well. Thank you to all who joined our recent board meeting. Your participation and thoughtful questions are invaluable in shaping our community. Below are the board’s action items from key topics and questions discussed.
Parking Updates
Parking Boss Enforcement Hours: The board is working with Parking Boss to adjust enforcement hours and will share updates soon.
Visitor Guest Passes: We understand the desire for more than seven visitor guest passes per month. Once the community achieves full compliance and we reassess available spaces, we are committed to revisiting this policy with the goal of increased flexibility.
Resident Parking Permits: Due to limited parking and city-mandated requirements to maintain designated guest and resident parking spaces, restrictions are currently necessary. We encourage you to voice your concerns regarding the restrictions the city imposes on multifamily condo parking and the lack of safety on Boulderidge by attending the next City of San Marcos Council Meeting open forum:

Insurance Discussion
The Board of Directors recognizes the community's concerns regarding property insurance coverage and remains committed to addressing this critical matter. Please review the following key points:
Existing Policy: The $15 million insurance policy was implemented in February of last year and funded through the association’s reserve account. Regardless of the outcome of the ballot measure, it is still necessary to replenish these funds through a special assessment of $1,775 per unit.
Measure D: Last February, the association reduced its master policy property insurance coverage to $15M. Our CC&Rs mandate full property insurance coverage. We are currently out of compliance. Historically, full property insurance coverage was budgeted annually at an affordable rate. In the past year, premiums have increased exponentially, above and beyond our budget. The HOA has two choices to remain in alignment with our governing documents:
Approve Measure D to change the CC&Rs, giving us flexibility to reduce insurance policy limits during this critical time of unpredictable and increasingly expensive insurance premiums
Enact an emergency assessment requiring all homeowners to pay $4870 to increase our policy to full coverage until the renewal date in September 2025
Future Policy Considerations: Once the reserve replenishment and Measure D are addressed, the Board will continue monitoring price fluctuations for increased policy coverage. It is important to note that due to current events, the premiums for such policies are anticipated to be much higher than prior rates. A significantly increased supplemental special assessment would be required to secure a one-year full coverage property damage policy (which includes common area and residential buildings).
Board Deliberation: The Board is committed to making decisions that reflect the best interests of our entire community while adhering to our governing documents and maintaining the standards of the association. We understand the diverse perspectives shared by residents—some advocating for full insurance coverage, while others are concerned about the financial burden it will impose. This decision-making process requires a comprehensive review of the complexities and nuances associated with insurance coverage, related financial obligations and long-term impact on our community. We greatly appreciate your engagement, feedback, and patience as we work together to navigate these critical matters for the benefit of our neighborhood.

Tree Trimming Announcement
We’re excited to share that a community-wide tree trimming project will continue next week through Wednesday, January 22nd. This initiative is vital to maintaining the safety and beauty of our neighborhood:
Support for Construction Projects: Clearing trees near buildings ensures safe and efficient access for PacWest’s ongoing work.
Tree Health: Addressing overgrowth promotes healthier, more attractive trees and reduces the risk of damage to nearby structures.
Sidewalk Cleanliness: Managing fruit-dropping strawberry trees will help minimize sidewalk stains.

Pool and Jacuzzi Closure
To improve our shared amenities, the pool and jacuzzi will be temporarily closed for landscaping and painting:
Tentative Closure Dates: January 21st – January 31st
During this time, we’ll be painting the pool house as well as surrounding fence and gates. We will also be removing the two large pots near the jacuzzi that are cracked and are potential safety hazards and hope to remove a diseased canary palm. The pool bathrooms will be closed during this time. We appreciate your patience as we work to enhance these spaces for everyone’s enjoyment. Additionally, per our recent board meeting, we are awaiting proposals for new mastic and general pool maintenance. Once these proposals are reviewed, the maintenance work will be scheduled and communicated accordingly.
PacWest Painting Updates
The painting project is progressing smoothly. PacWest is currently working on Building 60 and the pool house. Please adhere to posted signage to avoid construction-related disruptions.
Maintenance Updates
Following our recent property walk, we’re pleased to announce the following:
Power Washing: The Board has recognized the need for regularly scheduled power washing, our vendor ProTec will be focusing on small sections of the community each month.
Mulching and Landscaping: We are also addressing the need for overall property mulching replenishment. Laurel will receive new mulch in February/March, followed by Magnolia in late June once the painting project concludes.
